Restarting WinSock?

Every so often I find I can’t browse to any websites, even though I can ping them OK. IE8 Diagnostics says Winsock has failed and needs to be restarted and that I must reboot my PC for it to take effect.

Is there any way to restart Winsock WITHOUT having to reboot my PC?
