Restore Email

Hi All,
I recently Backed up all my data and Nuked my PC.
I reinstalled Win 98 and my back up files.
I then tried to import my Mail backup.pst and it tells me “properties for this info must be defined prior to use” and then says I dont have permission to access.
Can anyone help.
