Restore xp profession password protected file without original computer

My XP proessional computer got stolen. I had it backed-up on an external hard drive using the windows back-up and restore program. I now have a Windows 7 professional computer. I have loaded the NT-Backup software from windows. The only way I can get the excel password protected file to restore to any machine is to use the advanced function in the windows restore program and uncheck the security button. However, when I try to open the restored file I get an error message saying I don't have permission. I have changed the permission but that does not work. So how can I restore this excel file without having the original computer?

Try this out for your Excel problem...

As with everything you download, make sure you scan it with your Anti-virus scanner.

That presented the same problem I have been seeing for the 10,000 time. "I don't have permission to open the file". I have done everything I know to change the permission and nothing works. My belief is that the restored file was protected and therefore encrypted. According to microsoft, without the original computer this file can not be opened.

The solution will probably take someone with forensic file recovery knowledge.
