Restoring My Desktop

I recently installed ISP software that I now believe it to be rogue. Big mistake on my part I know but now it’s done something to my computer where the startup menu and desktop icons won’t appear. It boots normally but when it reaches the wallpaper,no icons appear. Also, the Ctrl-Alt-Del
Close Program dialog box is empty. NOT A THING IN IT. What happened?
