Restrict Internet access for kids’ accounts in XP

I’m afraid I might get the same tongue lashing that Neodragon from from G O D, but I have a question and I’m hoping someone can help.

I have XP Pro. I want my children to have accounts, but I don’t want them to have access to Internet Explorer.

I’ve searched around on Microsoft’s site looking for the answer to no avail.

I’ve spoken to colleagues who directed me to group policy editor. Based on this, I’ve poked around in there and drilled down looking for something.

I’ve found a couple of possibilities in the administrative templates, but that poses another problem: I’m not sure how to use them.

So, I’m asking if anyone knows how to restrict access to the Internet on an account-by-account basis on a Windows XP Professional machine.

Further, if anyone will direct me to the aforementioned administrative templates, how to use them?
