restrict local access

I could not find an XP heading but I believe 2000 is close enough and should be similar. In XP PRO, is there a way to restrict access within a local created group of the CD and A: drive? Is there a better way to set up a user whereby access to these drives can be controlled / restricted / removed? This is a stand alone system.
