restrict users to one function only

I have to make a user or group account and restrict it to do one thing, open a IE web page for viewing and that is it. Is it possible?

Yes it can be done.

Just install the IE web page their to view then,
give the user only using rights and none else whatsoever.
However if this webpage is on the internet then restrict their rights just to this one webpage.

It is Microsofts shared computer software, you can lock down the computer as mush as you want. And it's free :)

It's a lot easier if they are also restricted to one system. If so you can use GPO on a single workstation and lock it down extremely tight so basically the user can log on, log off and access a single desktop icon (IE) that is secured to only go to certain web sites (or just browsing).

If you are looking to set up a "kiosk" type web surfing only page I recommend putting it behind a firewall and bridging it to only be able to get in and out of the Internet this way it cannot interact with the rest of your network.
