restricting display properties in roamin

can anyone tell me if it is possible to restrict users from changing display properties in roaming profiles in 2000.

we are using roaming profiles on our 2000 server for customer service reps who periodically switch seats and work with Oracle. we are trying to minimize the more RAM intensive wallpapers and mouse icons that people use so that Oracle will run a little smoother.
