restricting internet access

Windows 2000 sbe.
We need all users to be able to access a specific web site.
There are 3 users who can have unlimited internet access.
Everyone uses terminal server.
How can we restrict internet access via active directory, or dns

Using group policy or local computer policy under User Configuration/windows settings/internet explorer maintenance/security there is an option for security zones and content ratings. In there add the sites you want to view and set a password so that users can not change it. For the users that need unlimited access, put them in a different GPO that does not have restrictions.
