restriction of local admin account

hi body;
windows 2000 server login from local administrator account not connect with any domain or other just work on workgroup.
with this account i can not delete the printer and when i click the printer property and click sharing to not share the printer these features show disable i can not unshare the printer.
what’s the reason of this problem.
