open up ISA Management console. In the left pane, expand servers & arrays, expand the ISA server, expand Access Policy, open Site & Content Rules. Right click on Site & Content Rules and choose new rule. The new Rule Wizard will start. Follow the prompts in creating a new rule to allow or deny access to a particular web site. and redirect that request to whatever you want e.g. a custom error page you make up with stuff like Nope you cant or Ha Ha Caught You or Your being watched, stuff like that. Users tend to get the message about surfing unwanted sites when you put up a custom error page.
