Restrictions In Windows NT

I need to restrict the Windows NT user from moving or resizing the Taskbar. Is this done in the Registry settings somewhere? can this be done?

You can setup a default profile on the NT server and tell the server which users you want to use this profile. After every time these people login, their profiles will be reset back to the standard profile you have set on the server. Eventually they’ll get tired of having to change things every time they log in.
The second option is setting up a policy on your NT network.-

Remove the Taskbar from Settings on the Start Menu (Windows 9x and NT)
Category: Security
Enabling this option removes the Taskbar option from Settings on the Start Menu, therefore stopping users from changing the taskbar properties. Note: Removing the Taskbar, Control Panel, and Printer folders causes the Settings menu to be removed completely.
Open your registry and find the key below.
Create a new DWORD value, or modify the existing value, called ‘NoSetTaskbar’ and edit the value according to the settings below.
Exit your registry, you may need to restart or log out of Windows for the change to take effect.
Settings:
Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersionPolicies\Explorer]
Value Name: NoSetTaskbar
Data Type: REG_DWORD (DWORD Value)

I still need to maintain the bottom line Taskbar across the bottom of the screen but do not want the user to drag over, change or expand the taskbar.

Answer #1 is your best bet. Changing registry settings is best left as a last resort. #1 is correct..
