Retaining resources during high attrition times

A colleague of mine came to me with a request to release him from the project because the job was not so challenging anymore. I listened to his woes and offered him some challenges that would be interesting for him to resolve and also engaged him in other activities that he was not earlier part of.

These days these situations are arising frequently and sometimes gradual encouragement does not help. What do you suggest should be done?
