Reverse the Send/Receive Mail Sequence i

Outlook is my interface over a dial-up line to my ISP’s SMTP mail service. Recently this ISP started a new discipline, in which
they authenticate my User ID only during the first they send mail & I receive it. I log on to the site as usual, but SMTP won’t accept my mail until it has sent my messages. Problem: often I log into the site to send accumulated messages; I expect no incoming messages. Because Outlook always “sends” before it “receives” when there are messages in the Outbox (usual case), this new protocol makes me send my messages twice. My first “send” always fails. After the first “receive” cycle, I am authenticated & can send messages normally. Can I configure Outlook to “receive” before it “sends,” & avoid this stutter-step?
