RPC services not available

I?v Two (W2K Advance Server) Domains Domain B is on Forest Trust of Domain A.
My all Stations are on A, whenever,
all users accounts are on B
I?ve 50 DOTNET users and they want to use JSP .NET. I installed IIS on B and want to facilitate users to publish their Web site on local machines. For that purpose I want to add Domain B users on local administrators Group. But when I try to add I got an Error message ? RPC services are not available?
Please give me the solution or if there is any other way like if I create a Virtual Directory (with Web Sharing) on every users roaming profile. Can they publish their webs (using JSP
