RRAS & ISA access issue

I installed ISA on a Win2K server without the firewall module and have no problem with the proxy access. Then fired up the RRAS service and the proxy access went away with no events showing why not. Looked all over O/S and ISA and could not find reason. Does anyone know why this might be happening? This is a WinNT4 domain.
