Rules Wizard Failure

I receive many tech emails (approx 45 per morning). Upon checking for mail, I manually placed them in corresponding folders. I decided to add rules to automatically move messages to the appropriate folder upon receipt. The wizard runs upon receipt, but places all messages in the first folder it goes to.

Info:
8 Rules based on subject/content.
8 Folders located in secondary .pst.

I have verified that all rules are “checked” to run.

Any ideas?
