Run command /wo Logo Key being pressed

I have seen several of my clients PCs pull up various windows hotkeys without the Windows Logo Button being pressed.

For example Logo+R=Run Dialog, but the Windows Logo isn't being pressed and the
accessibility options aren't loaded. So it can't be sticky keys or the other functions.

What causes this to happen. And how do i avoid it/turn it off when it does happen.

You can access the start button by pressing CTRL-ESC also.

The first person who posted an answer didn't read the question. The question is how to turn off the windows hot keys if they are responding to one key stroke veruses the normal windows logo key and a key stroke.

Normal when you press flag+r the run dialog comes up. Sometimes under Win95/98 you get the run dialog just by pressing the "R" key. I have checked Accessiblity features and they are all turned off.

Check out this link to the article and the articles at the end of this link. All is on securint the desktop... I'm positive hotkeys were within as well.
