Run Video File at windows startup?

I am working on a project where we will use images and video files to play on xp machines to a lcd tv. The content will change monthly. I would like to set it up to start during windows startup and loop over and over. What ever viewer I use will have to run in full screen mode and not "restore down" when the video loops. I am open to using any file type right now, just trying to figure out what will work best. Anyone have any experience with this type of project? Any ideas or guidance will be appreciated.

I recall doing something like this in PowerPoint.

I believe you can embed the video in a PowerPoint presentation as the only slide, set the presentation to change slides after the length of the video plus one second, and set the presentation to start over.

I was thinking about that but was also thinking about doing something in Flash. I don't have a lot of experience with flash but if it will work better I would explore that option. I am putting a test together in Powerpoint now.
