RUNDLL Error loading message

When the desktop window (98se) is setting up toolbar a box appears, headed;
RUNDLL
with message;
Error loading

\LXCYtime.dll The system cannot find the file specified.

How do I correct this annoying fault?

It is obvious that it pertains to the starting of your system clock.
I must admit; it has been some time since I navigated Win98 and find it difficult to draw a mental picture of the start menu. In 2000 or XP you can click start to go to services by typing in services.msc in the run text box and hitting enter. 98 is probably different. never the less, if you shut off the clock, it will probably cause you undo problems other than an annoying error message.
What I suggest is to download an app called advanced uninstaller pro. run the registery search and repair option. This will probably repair this problem.
The other suggestion is one that you probably dont want to hear; upgrade to a later version of Windows.
