That file is not an important system file. It is one file used to snoop your computer actions. It is better that it is missing. However, you need to remove it from the registry.

1) Go to Control Panel --> Add/Remove Programs and look for anything that you do not recognize as being a valid program or application that you installed. If there's anything strange there, make note of it (just in case one of the applications uses this secondary program) and then remove it.

2) reboot and see if you still get the missing error. If you still do, then you can download one of the trojan removes and get rid of anything it finds. One that I've used with reliable results is:

newdot net is a really #$%&* program it is downloaded and installed as part of file sharing programs such as Kazaa and others the problem that a lot of people have had is when the uninstall newdot net they nolonger are able to access the net you canrenew ip logon to other pc but no access to the internet.Check out this link and it will help step by step to get rid of that _______ piece of software.
