Satellite Bandwidth

Dear sir,
I have buy a 512/512KB service on telestar12.
and my vendor says that he can support up to 1MB send on my equipment(I have a 2 watt Hughes Trannceiver) ,
But now, with this bandwidth(512/512)
I have recieved this result with ftp test :

Recieve :

Remote file 1.rp
Local file d:\rec.rp
200 PORT command successful.
150 Opening BINARY mode data connection for /pardarling/1.rp (4289643 bytes).
226 Transfer complete.
ftp: 4289643 bytes received in 140.43Seconds 30.55Kbytes/sec.

that means I can send 85.7KB/s and
receive 244.4 KB/s

which one of us is wrong ?
Do I makea mistake in my calculation or I have forgotten something ?

what is the best practice to examine my link bandwidth ?

with this band width(512/512),
How much date I can transmitt ?

I would be very pleased if you help me .
