how do i save windows so if anybody tries to install programs or games in a office that when they shut down then restart, the programs will not be saved only the programs that the admin installed?????

This is simply not possible in win9x. You need nt or w2k to accomplish this since you those 2 OS's have to option to convert the file system into ntfs which gives you the abillity to restrict harddisk access to only certain users and therefor the users that don't have permission to write on the harddisk can not install games (it's not able to write on the harddsik) + the OS itself restrict, with most app , that the only the administrator can install a app.
This is not possible in Win9x. You would have to be running either NT,win2k or XP to be able to lock down the workstation like that. The main reason is the file system. NT gives you the ability to use NTFS as a file system which would allow you to lock down the workstation. You are only able to use FAT32 on the Win9x OS's.
