SB Live & PCI non early-VGA Device

I am trying to install a SB Live Value card in a PC that contains the following hardware:

FIC PA2013 MB (VIA Chipset)
AMD K6-III 400 CPU
Trident 9850 AGP Video
ATAPI CDROM/Maxtor HD
133MB Mushkin memory
Windows 98 4.10.1998 with latest updates applied.

Windows detects a “PCI early non-VGA device” and can’t find the drivers for it. I have pointed to the media that shipped with the SB Live value card and still cannot find a driver for this device. I have applied the latest VIA 4 in one drivers, flashed the MB to the latest bios revision (JI428), formatted and reinstalled Windows with still no luck. I have noticed that ACPI devices are being installed instead of VIA power management or APM devices (I think this MB only supports APM). I don’t know why ACPI is being detected. Power management is off in the CMOS. This card was previously installed on another FIC PA2013 and was working fine. All cards have been removed from the PC except the SB Live and the video card. I have also tried to install it with a PCI video card with the same results.

Any help is appreciated.
