Thats the way scandisk works. If you run it with any other programs running it keeps starting over due to other programs doing disk activity/ taking cpu cycles. In order to stop this start windows in SAFE mode. This will stop the other junk from loading and scandisk will run correctly.

Programs running in the background will cause scandisk to restart, some progams like anti-virus or those in start menu, boot the computer and hit control+alt+delete and choose end task to stop applications that are running. You can check the start menuto see what applications are running at startup
Go to Start>Programs>Start-Up

1) in all my years of using scandisk never have i had it start over again because the drives contents has changed. if this problem keeps happening try defragging your hard drive and then rerunning the scandisk.

2) the problem that you have descrbed is more suspected to occur in defrag rather than scandisk.

A sure way for scandisk to complete is to start your PC in Safe Mode (Press F8 while PC is booting and select Safe Mode from the menu). The run scandisk while in safe mode.

Programs that run in the background can cause this problem. Try unloading them in the next restart, by start|run|msconfig, then to startup menu to uncheck the running background program. Startup program groups can do the trick, but most other unseenprograms are run in the background too.
Hope this works, Maozy
