Scandisk Hangup

I’ve just installed an AMD 1.6 processor on a compatible board with 256 mb ram. I installed win98 as my operating system. Now when I reboot the system it just hangs at scandisk and freezes.
I’ve tried two different hard drives and two AMD processors and it doesn’t make any difference. Could anyone give me some insight on what could be causing this problem? Any help will be appreciated.
