Scavenge for project resources

What resources do you commonly utilize when budgets shrink and deadlines move up in the midst of a project? Are there resources you've utilized in a pinch that you won't turn to again? Great ideas, but...

I like the approach suggested in this article, though it sounds most applicable to outsourcing contractor & vendor types. If you and your in-house team are running a project, there will probably be less maneuvering room to tap unused funds from previous projects. And I can't help but think about all the nickle and diming that goes on in terms of getting access to even basic stuff like conference rooms.
Finding ways of co-opting people from outside the project is a great idea. This sort of thing takes a lot of tact, though. You don't want to get a reputation as a raider of other project teams if you can avoid it.
