Scrambled characters on command buttons.

A friend has Windows ME an the command buttons (maximize, restore, close) as well as other buttons are illegible. They have scrambled characters on them, so you can’t tell what they are. I haven’t started my troubleshooting yet but I thought I wouldask on here for quick tips in case anyone has ran across this before. Thanks in advance.
