I am searching for a program that is capable of monitoring an attached RAID on the SCSI port and if it sees a failure execute a program to disable the LAN port. Any ideas or suggestions?

You can do lots of things with SNMP, as well as do lots of things with the server utilities built into HP or Dell servers. You could run a process that executes on the drive itself to keep the server alive....
there are some third party tools, but the best solution would be to use something built into the hardware.
