secure channel & licensing

Cant find the NT community but here is my problem… my NT
PDC & BDC keep losing resources to be able to open User
Manager. Once I get this resolved my users can’t get licensing to log onto Exchange (5.5 BDC). I have spoken 3 times with Microsoft and have yet to figure this one out.
Any ideas?
