Secure data copied onto a CD

I wonder if there is any easy-to-use tool to secure data that I copy to a CD.

My first preference is this: I create a data CD-ROM, give it to someone, and give him a pass phrase that opens the CD. Without the pass phrase the CD cannot be read. The recipient does not need to install any program, and does not need to copy anything to his computer from the CD.

I know that a trivial solution is a password-protected zip file but it will copy files onto the HDD (temporary files will be created on the HDD). Is there any solution that does not write anything on the HDD?

(Am I paranoid?)
