Securing NT/2000

how can I secure an NT/2000 machine from domain user and admins from logging into a machine ?. How can I lock down the control alt and delete keys ?

You can use the Security Policies to deny logon access from the network and deny logon access locally. That pretty much lokcs the user/group out of the machine.

You can do this only if you have Local Admin rights!?
