I would like to set up my computer so that whenever I start it, I want it to prohibit any user including me from loging into the whole system. Currently the windows login dialogue box skips the process when ever me or any one presses the escape key or clicks on the cancel button.

Sounds like you are using Win95/98/ME. On those OS' you don't need to log in to access them, unlike NT/2K.
You can force 9x machines to require a proper login before you can get in, just like NT/2K. If you just click the Cancel button, it does NOT let the user in.
