Security for Xp

Hi to all i just need some information regarding XP i just need to impose some rules to our small office i need to gave some limitation regarding installation of programs like limewire games and etc. Any body can help me every computer have 2 accounts 1 is admin and 1 is User that alson admin account are there possible way i can manage to disable intallation a program to the other account.
