Security rights

I have windows 2000 with sp4. I am using Office XP. I have done every patch & service pack available. If I try to log on as a difrent user it tells me xp is not installed for that user. I’ve tried every thing. I did not set any policies that would cause this to happen. I even profiled the machine with an admin account that the programs work on. please advise
