security software licenses from abuse

I just acquired some Microsoft software, Exchange2k3 , Server 2k3, Office 2k3, XP etc...
My support team have to use the media for re-installations, repairs etc...in different locatioons with about 200 users. So this will mean burning them their copies of the software.
My concern is that the software becomes open to abuse. i.e. a support technician can make more copies and distribute to friends or install on other private job machines in their communities.
With Microsoft software we can easily run out of the licenses if some external installations are activated before ours.

I'm interested in how others have handled this issue. e.g. do we just ensure IT personnel dont walk in/out with any CDs? Do we find some other way of software deployment which doesnt allow technicians to access the CD Keys etc...
We plan to come up with a policy to handle this as we currently dont have one so just looking for ideas!
