Security Zone lockdown with Group Policy

I have a question about the use of GP from the W2K server and the following policy object :
Security Zones:Do not allow users to change policy.
If I enable this for the domain will it lock the settings as they are set now or will it set them to a default setting by itself or do I set the level for the zones someplace else in group policy?
