Send Option Missing

Email client is Outlook 2000. Complete phone support, cannot go out to system to look. Original problem called in was that the client could not receive email. I was going to have him send me an email to test communications, and he does not have asend option anywhere. The Send button is not there. The Send command is also missing from his File menu. I cannot find anywhere to put this option back on. Please help!
