Sending email to hotmail account with delivery error 550

One user gets the following error when sending to hotmail accounts but there are no restrictions sending emails to hotmail acocunts: ‘Error transferring to mx4.HOTMAIL.COM; SMTP Protocol Returned a Permanent Error 550 Requested action not taken: mailbox unavailable’. Have tried sending emails from my account with same result. What does this mean?
