Separate Networks – Accting computers don’t want Internet access

I was going to just use routers to provide this function but wanted to post a question about segregating networksI was going to just use routers to provide this function but wanted to post a question about segregating networks to see what sort of advice and suggestions I get.
I have a company that wants to keep the account department away from the internet. Below is how it breaks down.

A ? Accounting computers that need access to the server for the common files/database.
B ? Estimators who need access to the server and the internet.
C ? Internet computers are machines that only have access to the internet and not the server
A and B are on the same physical network; plugged into the same switch.

C is plugged into a different router/switch than A and B.

Now they have a need to get B online for emailing estimates.

Any suggestions?
