Server 2003 domain controller

Hello,
My company has a windows 2003 server. It uses active directory to validate users for connecting to shares, but we do not have the domain controller setup so we can take advantage of the security policies and so forth. I have been looking around and I have only seen articles about setting up the domain controller when setting up a fresh install of the OS. Is there any way to setup the domain controller and taking advantage of the features now that the OS and active directory are already set up? any help would be appreciated.
