Server 2003 RRAS / VPN wizard won’t run error message pops up about MMC

I have come across this error.

I open RRAS to try to start the wizard and I come across this.

ERROR:

MMC cannot open the file C:\WINDOWS\system32\rrasmgmt.msc.

This may be because the file does not exist, is not an MMC console, or was created by a later version of MMC. This may also be because you do not have sufficient rights to the file.

any help would be appreciated.

This message comes up if i do the wizard or click on the add or remove a role for the server.
