Server mail Problem

I have an IBM server with mail configuration setting but there are no mails coming and going out of server. I have given the mail server name in php.ini file.The server has the real IP.We are working in PhP, Mysql version 4.0.But still nothing is going to be fruitful

The OS loaded is Windows 2003 server (Enterprise version)
