Server Solution

Calling all Techies,
I need server recommendations from the field:
Application:
Storage, retrieval and archiving of digital medical records.
Requirements:
Fault tolerant system (as much local available HDD as possible with fast seek time), local archive media destination, reasonable amount of processor and 512 minimum RAM. Here is the kicker: no more than 3500 including OS and monitor
Desire:
Hot swapable drives, internal tape back-up.
Overview:
These systems will be used for digital angiography and ultrasound when coupled to proprietery digital devices. Each image is about 1mb with 15 to 20 images taken per procedure. The competition is using off the shelf Compaq or Dell desktop computers, using mirrored drives for fault tolerance (limits available local space+lots of archiving) and are archiving to CD-R and moving to DVD-ROM. They are missing the point that the computers are in reality FILE and DATABASE servers and are paying the premium in supporting these overtaxed systems. I would like to put together a true server for our clients, though RAID5 and internal DDS tape is putting the cost at 7000 for IBM. (I really would like to use big blue as a selling feature, though I can overcome this if I can find what I am looking for in a cost effective package.) Any help or ideas would me greatly appreciated. Email privately to burland@prodigy.net if so inclined. Thank you in advance.
