Service Accounts

If I create an account for a service, like Backup exec. And assign a password to it, can the service start no matter what user logs on locally when the server starts. When this server was delivered it had the Admin name and Password for a few of the services. But I want to regularlly change the admin password, and I don’t want to have to change the service accounts if I don’t need to.
