Service Notification

Is there anyway to send a e-mail or alert notification to a user when a service stops in windows 2000 server?

Thete is no W2K server built-in features to monitor automatically whether a separate service is running or not. There is a task of special monitoring software.
But you are able to make a notification on service failures. You can configure service manager to run a file (ex. file with sending message script) on the first, second or subsequent service failures.
See Control Panel -> Services -> Properties of service choosen -> Recovery tab.
