Service Pack

I was wondering with Win2k service pack 2, is it better to install the service pack after you have just completed installing win2k for the first time or is it better to installe service pack 2 after you have set up the workstation with all the necessary software installed on it?
Someone said to me that after you install a new program you need to install service pack again
