One of the services which is configured to be automatic seems to be in a pending state. Can try making the service to manual , retart the machine and try starting the service.

This can occur when there are services still starting up. Simply waiting may be enough. If not, use a win2k/Xp box to open a services snap-in for the computer in question. Try to stop the service which is still starting. If you cannot stop it use something like pskill from http://www.sysinternals.com/ to kill the process remotely. All this assumes that you have admin rights. Of course you still have to identify and fix the root cause.
