session3_initialization_failed message upon boot

i am trying to get a friends computer back up and running however i have two issues..

1) when i got the computer, there was a message saying that the HAL.dll was missing or corrupt please reinstall, when it booted up. i was able to boot up to XP Home edition CD (which is what the OS is) and went into Recover Console. I do not have the administrators password but for some reason i was able to get to the c: drive. once there i was able to do a chkdsk /r and when it was finished it said that one file was fixed. so i thought cool.. maybe i can get into windows now. NOT. when the system boots up you get to the Windows screen with the progress bar going across the screen, after about 30 second or so, the screen changes to the blue screen of death and than reboots. it took several tries to take a picture of it so that i can see what the message said. The message said

“a problem has been detected and windows has shut down to prevent damage to your computer.

than all the jibberish stuff about if this is the first time …..

Any one have any idea how to fix this?

2) does anyone have a work around to get into Recovery Console since i do not have the password and the owners of the computer have no idea what it is, so that i can possibly copy the HAL.DLL from the XP CD to the hard drive?
