Set different default keyboard setting in Windows XP

Hello
I installed windows XP in English with English regionnal setting, EN keyboard. I know need to set the default keyboad as French. I can set it for each user but can not find the way to set every new user to get a French Keyboard.
It seems i need to modify the Ntuser.dat for all users profile.
Can anyone please help me to do this?

Here is Microsoft's answer to setting the default keyboard in the registry, applicable to Windows XP:

You should be able to push the registry change through to all your users in a Group Policy Object associated with the users in the domain and the new/.default settings in a GPO associated with the computers in the domain.

Make sure you test your method with a couple of PCs and users before the rollout.
